PROBLEM TO BE SOLVED: To provide a water quality improvement apparatus and a water quality improvement facility which are capable of improving circulation performance of water in the closed water area while suppressing inflow of polluted water mass from an external water area into a closed water area, and effectively improving the water quality in the closed water area, and to provide a water quality improvement method using the apparatus and the facility.SOLUTION: A water quality improvement apparatus 1 improves water quality in a closed water area 5 to which and from which water flows in and out in between an external water area 6, in which the apparatus comprises a water-conveyance culvert 15 which is installed on a boundary between the external water area 6 and the closed water area 5, and introduces bottom layer water 2A in the external water area 6 into the closed water area 5.SELECTED DRAWING: Figure 1
