PROBLEM TO BE SOLVED: To provide a water-in-oil type emulsion cosmetic with high marketability which utilizes transparency obtained by developing a cosmetic base material with high transparency.SOLUTION: A water-in-oil type emulsion cosmetic base material with high transparency is obtained by satisfying the following conditions (a)-(c): (a) organopolysiloxane having a polypeptide structure in a side chain is contained, and a content thereof is 0.5-5.0 mass% of the entire cosmetic; (b) cyclic silicone is contained, and a content thereof is 70 mass% or more of an oily component; and (c) a polyhydric alcohol is contained.SELECTED DRAWING: None |
