PROBLEM TO BE SOLVED: To provide a transparent conductor that has low resistance, high transmittance and hygrothermal resistance, and can be electrically connected to metal lead-out wiring, and further to provide a touch panel.SOLUTION: A transparent conductor comprises, at least, a transparent substrate, a first high-refractive-index layer, a transparent metal layer, and a second high-refractive-index layer, in this order.
