PROBLEM TO BE SOLVED: To provide an illumination lamp which efficiently attains an outgoing beam having high uniformity, and to provide a lighting device.SOLUTION: An illumination lamp includes: a laser beam source 21 which emits a laser beam; a plate-like light guide part 30 to which the laser beam emitted from the laser light source 21 enters, the plate-like light guide part 30 which transmits the laser beam between a first surface 33A and a second surface 33B facing each other; a reflection part 32 which is provided at the first surface 33A side and reflects the laser beam to the second surface 33B side; a wavelength conversion part 34 which is provided at the second surface 33B side and converts a wavelength of the laser beam entered from the reflection part 32 side; and a cover 4 which transmits the beam converted by the wavelength conversion part 34.SELECTED DRAWING: Figure 4
