PROBLEM TO BE SOLVED: To appropriately perform power allocation to a PRACH in Dual Connectivity.SOLUTION: A user terminal performing communication with a plurality of cell groups each of which is constituted of one or more cells using different frequencies, includes: a transmission unit for transmitting a physical random access channel (PRACH) in a random access procedure; and a power control unit performing power control for transmitting the PRACH. The power control unit controls maximum transmission power when initially transmitting the PRACH by considering a guaranteed transmission power value (P) of a cell group or a value set by a radio base station, and performs control so that maximum transmission power when retransmitting the PRACH becomes an allowable maximum transmission power value (P) of the user terminal for each cell.SELECTED DRAWING: Figure 7
