PROBLEM TO BE SOLVED: To enhance effectiveness of suppression of over-drying or over-wetting of an electrolyte membrane during load variation transition period.SOLUTION: When an electrolyte membrane 101 is over-wetting under load request increase transient situation (step S141:affirmative judgment), a fuel cell system 30 outputs (output increase) the power generated from a fuel cell stack 100, along with gas supply control corresponding to load increase, from the start time ts of load increase.
