PROBLEM TO BE SOLVED: To reduce the number of programs concurrently executed compared to a case in which a program is started without considering a state of a resource.SOLUTION: Provision means 103 provides various functions to a user by executing restriction programs (programs the concurrently executable number of which is restricted), the provision means 103 using resources corresponding to the functions to provide those functions.
