Disclosed are an apparatus for forming a three dimensional pattern using an electrospinning method and a method. The apparatus for forming a three dimensional pattern using an electrospinning method according to an embodiment of the present invention comprises: a syringe tip where a polymer jet is emitted from one end; a substrate which is placed in a radial side of the polymer jet, and forms an electric field between the syringe tips, wherein the distance with the syringe tip is 0 to 200 μm or less; and a moving tool which can horizontally and vertically move the syringe tip or the substrate in a three-dimensional space. The polymer jet emitted from the syringe tip is laminated while being moved from an upper side of the substrate.
