The invention relates to a method for production of an electrode mass binder. The method comprises preparation of a mixture from oil refining products, thermal oxidation and homogenisation. The mixture is prepared with preliminary thermal oxidation and homogenisation of an oil refining product - heavy pyrolysis resin - at a temperature of 170-200°C in a hydropercussion-cavitation pulse emulsifier with a treatment pulse frequency of 9.5 ths. rps for 3-4 hours, coal-tar pitch is then added in a ratio of 1:1, and combined mixing is carried out at a temperature of 200-250°C for 4-5 hours. The invention provides lower consumption of coal-tar pitch and lower emissions of carcinogenic polycyclic aromatic hydrocarbons (PAHs), the source of which is the coal-tar pitch.
