The present invention relates to the technical field of communications. Disclosed are a method for transmitting and storing downlink data, a base station and a terminal. In the solution, a base station adopts bit selection each time when the base station transmits downlink data, so that the length and the start point of a sequence that a terminal of any terminal type expects to receive for initial transmission (or retransmission) of the same code block are the same as the length and the start point of a sequence that a sending end determines to send for the same code block, thereby enabling reliable decoding of the terminal; if the decoding fails, the start point of a sequence that the terminal stores each time for initial transmission (or retransmission) of the same code block is the same as the start point of a sequence that the sending end determines to send for initial transmission (or retransmission) of the same code block. In this way, the defect that the terminal cannot accurately store a retransmitted code block for the same code block each time and thus cannot perform accurate decoding is avoided. Therefore, the accuracy of decoding performed by the terminal is improved.
