Provided are a method, device and a system for controlling air interface resources, which relate to the field of communications, and improve the utilization rate of the air interface resources, so as to solve the problem of air interface resource waste in the prior art. The method comprises: switching, by a core network device or a user equipment, a first frequency for sending a hello message to an opposite device to a second frequency when the core network device or the user equipment detects that a communication channel therebetween does not utilize the air interface resources to transmit service data, and sending frequency switching information to instruct the opposite device to also switch the first frequency for transmitting the hello message to the second frequency, so that an access network device releases the air interface resources occupied by a first communication channel when the access network device does not detect the hello message within a message detection period. The embodiments of the present invention are used for controlling air interface resources.
