Disclosed are a network optimization method and device, and a base station. The method comprises: making statistics on a load indicator of a cell within the coverage; determining the load level of the cell according to the load indicator of the cell; acquiring a network key performance indicator of the cell; determining the performance state of the cell according to the load indicator and the network key performance indicator of the cell; when the load level of the cell is overload, determining the cause of the overload of the cell according to the performance state of the cell; and sending a message to a self-organized network (SON) entity, the message carrying an identification for indicating the cause of the overload of the cell.
