The present invention provides: an inorganic coating agent composition comprising 5-30 parts by weight of a hydrolytic silane compound, 50-150 parts by weight of a water dispersible polyurethane dispersant, 10-30 parts by weight of an acrylic emulsion resin, and 5-120 parts by weight a solvent on the basis of 100 parts by weight of a modified silane silicate synthesized product; and a preparation method therefor. The inorganic coating agent composition according to the present invention has effects of forming a physically and chemically stable film on a target surface on which a film is to be formed and improving corrosion resistance, while not discharging harmful materials and being environmentally friendly.
