In the present invention, a color data acquisition unit (11) acquires color data for each pixel from images, photographed by a photography device (3), of a reference sample that serves as a reference for color-variation-amount determination and a specimen composed from the same material as the reference sample and having been subjected to color variation treatment. A cluster classification unit (12) classifies the color data of the reference sample and specimen images into clusters in a color space. A cluster association unit (13) associates specimen clusters with the reference-sample clusters that are closest thereto in the color space or associates each of the specimen clusters with a reference-sample cluster corresponding to white. A determination unit (14) determines a color variation amount between a specimen cluster and reference-sample cluster that have been associated by the cluster association unit (13) on the basis of the difference between the positions of the clusters in the color space.
