The present invention provides an apparatus for generating hydrogen and a method for generating hydrogen. The apparatus to generate hydrogen by dehydrogenating formic acid, comprises: a reactor containing water and a heterogeneous catalyst; a formic acid supplier to supply formic acid to the reactor; and a dehydrator to remove moisture generated from the reactor. Hereby, the present invention achieves an excellent energy density by having at least 90% of decomposition rate of the initial amount of formic acid by using high concentration formic acid, and is useful to apply as a hydrogen supply source for a mobile fuel cell system.
