The present invention relates to a construction method of a ground reinforcement in the soft ground comprising: a step (A) of boring the soft ground up to a target depth and cutting and ridging or loosening the surrounding ground; and a step (B) of forming a cylindrical ground reinforcement in the ground. Therefore, the present invention enables the easy injection of a low-fluidity cement mortar ground reinforcement, which is to be injected later, by cutting and ridging or loosening the surrounding ground through the injection of high-pressure water including compressed air through a high-pressure water/compressed air injection nozzle formed in a boring rod, thereby enabling the injection of a large-volume ground reinforcement.
