The present invention relates to a system and a method for automatically collecting a charge based on a wireless access for vehicular environment (WAVE). According to an embodiment of the present invention, the system for automatically collecting a charge based on a WAVE comprises: a terminal installed in a vehicle; and a base station which performs an automatic charge collection by communicating with the terminal. The terminal transmits a first response corresponding to a first request to the base station when receiving the first request from the base station, and transmits an initialization response corresponding to an initialization request to the base station by receiving the initialization request from the base station when not receiving a next second request from the base station during preset passive retry waiting time. The initialization response includes transaction information performed between the terminal and the base station.
