A Voice over Internet Protocol (VoIP)-based communication method is provided, including: a VoIP terminal initiates a call service request to other terminals through an Internet Access Service Provider (ISP) and a VoIP service provider (VSP) with which the VoIP terminal is registered and receives call service requests initiated by the other terminals to the VoIP terminal so as to implement call services with the other terminals. A VoIP-based communication system is also provided. The disclosure supports a VoIP terminal to connect with a VoIP service provider through an Internet access service provider so that call services can be initiated and a calling VoIP terminal can accomplish call services through an Internet access service provider and a VoIP service provider with which the calling VoIP terminal is registered, thereby re-defining a relation between the Internet access service provider and the VoIP service provider, making clear a charging principle and accomplishing support for VoIP communications. |
