The present invention is to perform a disaster secure mobile communication service by using television white space (TVWS) as backhaul. More specifically, the present invention relates to a system and a method for backpack-type mobile base station based on TVWS and satellite backhaul in which a mobile base station performing a disaster secure mobile communication service communicates with a maintenance server by using the TVWS as backhaul. The system for backpack-type mobile base station based on TVWS and satellite backhaul comprises a mobile base station which wirelessly matches with any one between a backhaul donor and a backhaul bridge and performs an emergency disaster mobile communication service. The mobile base station includes: a backhaul wireless matching unit for wirelessly matching with any one between the backhaul donor and the backhaul bridge; a terminal wireless matching unit for wirelessly matching with a terminal; and a base station signal processing unit for processing signals of the mobile base station between the backhaul wireless matching unit and the terminal wireless matching unit.
