This can be achieved by means of, for example, a signal quality evaluation device for evaluating a playback signal from an information recording medium, the signal quality evaluation device being equipped with: a logical value determination part which determines, from a two-dimensional playback signal which includes information corresponding to a first logical value and a second logical value, a first playback signal corresponding to the first logical value and a second playback signal corresponding to the second logical value; a first reference value calculation part which generates a first reference value; a second reference value calculation part which generates a second reference value; a first determination part which determines a playback signal having a greater intensity than the first reference value from the first playback signal; a second determination part which determines a playback signal having a greater intensity than the second reference value from the second playback signal; and an evaluation value calculation part which calculates a quality evaluation value on the basis of an output of the first determination part and an output of the second determination part. The average value of the signal intensity of the first playback signal is smaller than the average value of the signal intensity of the second playback signal.
