PROBLEM TO BE SOLVED: To appropriately select a control to perform quality measurement and a carrier frequency to be measured to reduce call loss, when a plurality of controls which require quality information compete with each other.SOLUTION: A base station comprises: a priority setting section which sets a priority in a plurality of controls with a quality information request to a mobile terminal on the basis of an influence degree of call loss; a determination section, when triggers for the plurality of controls compete with each other, which determines whether or not quality measurement processing for two or more controls is performed simultaneously on the basis of the priority; and a selection processing section, when the quality measurement processing for the two or more controls is performed simultaneously, which selects a plurality of carrier frequencies to be measured on the basis of the priority. |
