PROBLEM TO BE SOLVED: To provide a semiconductor light emitting element which improves yield and has high luminous efficiency by providing an appropriate distance between a dot region and an electrode formation part provided on the same surface with the dot region.SOLUTION: In a semiconductor light emitting element having a fine structure layer formed on an emitting surface side of light emitted from a luminescent layer of a second semiconductor layer, a surface of the fine structure layer has: a dot region (7) composed of a plurality of dots (10) formed in a convex shape or a concave shape which has a height (depth) of smaller than 1 μm; an electrode pad formation region (8) where electrode pads are arranged; and a flat region (9) located between the dot region and the electrode pad formation region. A width of the flat region is not smaller than 0.05 μm and not larger than 150 μm and an encapsulation resin (13) is filled from on the electrode pads to on the flat region and on the dot region.
