PROBLEM TO BE SOLVED: To solve a problem of incapability of appropriately learning an action on the basis of change of a user's emotion.SOLUTION: An action control system includes: an action information storage part which associates and stores a plurality of actions with respective appropriateness of the plurality of actions; an action determination part which determines an action to be executed from a plurality of actions stored in the action information storage part on the basis of the respective appropriateness of the plurality of actions stored in the action information storage part; an emotion change recognition part which recognizes change of the user's emotion for having executed the action determined by the action determination part; and an appropriateness changing part which changes the appropriateness stored in the action information storage part in association with the action determined by the action determination part on the basis of change of the user's emotion recognized by the emotion change recognition part.
