This manufacturing method has a step (a) for joining a first glass substrate and a second glass substrate via a joining layer to configure an assembly, a step (b) for decompression-treating a gap part of the assembly through a through-hole in the first glass substrate, and a step (c) for sealing the through-hole using a sealing plate provided with a sealing material, the sealing material in step (c) being heated, whereby the sealing material is softened, the sealing plate is joined to the first glass substrate, and the through-hole is sealed. In step (c), a getter is also heated by heating the sealing plate together with the sealing material while the getter is in contact with the sealing plate directly or via a heat transfer body. The getter is arranged in the gap part in an activated state until completion of step (c).
