PROBLEM TO BE SOLVED: To provide a radio communication system, a base station, a user device and a method, obtaining the reduction or the avoidance of a PUCCH collision with increased resource efficiency.SOLUTION: The method includes: transmitting a first UL-DL configuration which indicates a first DL association set 602, for a long term configuration of a first user device (UE); transmitting a reference configuration for a short term configuration of a second user device (UE); receiving, from the second user device, an HARQ-ACK signal in accordance with a third DL association set 603 determined by the first UL-DL configuration and the reference configuration; and executing PUCCH resource allocation for the third DL association set, which is set using a specified PUCCH offset. |
