In the present invention, a control algorithm database (121) stores a plurality of types of control algorithms for controlling air conditioning units. A properties database (123) stores property data specific to a building in which the air conditioning unit is disposed. An environment data acquisition unit (131) controls a communication unit (11) and acquires environmental data for the inside and outside of the building. On the basis of acquired environment data and the properties data, a prediction unit (132) runs a simulation for each control algorithm where the air conditioning units are controlled by that control algorithm and predicts control results for each control algorithm. A selection unit (133) evaluates each predicted control result on the basis of energy efficiency and comfort in order to select one of the control algorithms. A control unit (134) controls the air conditioning unit on the basis of the selected control algorithm.
