PROBLEM TO BE SOLVED: To detect failure of a control device and to surely close a fuel shut-off valve in the failure, in a combustion device and a fuel cell system.SOLUTION: A combustion device includes a power generation unit 10, a combustion portion 36, normally-closed fuel shut-off valves 11a1a, 11a1b disposed in a modification material supply pipe 11a for supplying a fuel to the combustion portion 36, a main control portion 15a, a safety control portions 15b1, 15b2 controlling the fuel shut-off valves 11a1a, 11a1b and operated independently from the main control portion 15a, and a power source cut-off device 15f for cutting off supply of power source voltage to the fuel shut-off valves 11a1a, 11a1b. The safety control portions 15b1, 15b2 can detect self abnormality and abnormality of the other safety control portions 15b1, 15b2, and drives the power source cut-off device 15f to cut off the supply of the power source voltage to the fuel shut-off valves 11a1a, 11a1b, when the abnormality is detected by an error detecting portion. |
