If the paper sheet weight W is more than the threshold value W1 and is equal to or less than a threshold value W2, the control unit 21 determines that the paper sheet has been stored at ordinary temperature and higher humidity, and moves the halogen lamp unit 18 at a higher speed V3 (mm/s) relative to the placing table 15. If the paper sheet weight W is more than the threshold value W2, the control unit 21 determines that the paper sheet has been stored at higher temperature and higher humidity and cannot be used for thermal foaming, and immediately terminates the processing.
