A submerged arc welding method for high-Cr creep strength-enhanced ferritic (CSEF) steel is provided which is capable of inhibiting the formation of hot cracks in a first layer, without increasing the number of steps and the amount of work. The present invention is characterized in that a metal powder or cut wire (21f) which includes not more than 0.10 mass% of C, not more than 0.50 mass% of Si, not more than 1.50 mass% of Mn, not more than 0.025 mass% of P, and not more than 0.025 mass% of S, the remainder comprising Fe and unavoidable impurities, is used to fill a groove in a base metal (10) to a dispersion height (h) of 1.0-4.0 mm, and first-layer welding is performed. In the first-layer welding, a reduction in the melting point of the welded metal is inhibited by the metal powder (21f) or the like, and thus hot cracks can be inhibited. |
