PROBLEM TO BE SOLVED: To individually perform, in a video monitoring system, mask processing suitable for a subject in an image.SOLUTION: A video monitoring device includes: an image acquisition unit for acquiring an image from an imaging device; a subject visibility evaluation unit for calculating, for each subject in the image, visibility showing a degree of easiness in viewing the subject in the image; a mask strength adjustment unit for calculating, for each subject, mask processing strength in the case of performing mask processing depending on visibility of each subject; and a mask processing unit for performing mask processing based on the mask processing strength on the subject. |
