PROBLEM TO BE SOLVED: To provide a demand management system capable of improving a DR command achievement probability, and a high-order demand management device.SOLUTION: A high-order demand management device 10 instructing a low-order demand management device 20 which performs power management of a management object 30 about a power reduction target, includes at least: an acquisition section 13 for acquiring reduction information that is information on electric energy reduced by the power management of the management object 30; a storage section 12 for storing relation information between the power reduction target and the reduction information; and an instruction section 11 by which, on the basis of the relation information stored in the storage section 12, the achievement probability for the low-order demand management device 20 to achieve the power reduction target is calculated, a new power reduction target settling the achievement probability within a predetermined range is determined and the new power reduction target is outputted to the low-order demand management device 20. |
