Presented in the embodiments of the present invention are a communication method and device, the method comprising: when the signal strength of a first signal acquired by a device is not greater than a first threshold and the strength of a second signal acquired by the device is not greater than a second threshold, or when receiving a redirection request, the device determines whether a circuit-switched service is currently being processed; when the device determines that a circuit-switched service is currently being processed, the device maintains a dual stack mode; the device acquires the signal strength of the first signal and determines whether the signal strength of the first signal is greater than the first threshold; and when the signal strength of the first signal is greater than the first threshold, the device processes a first packet-switched service. On the basis of the present technical solution, when using a 2G mobile communication system that does not support a dual transfer mode, a device can simultaneously process a circuit-switched service and a packet-switched service.
