A transmitter determines the channel status of a first receiver and the channel status of a second receiver. The transmitter multiplexes first data for the first receiver and second data for the second receiver in bit units based on the channel status of the first receiver and the channel status of the second receiver. The transmitter generates a first cell by using a first bit with the first data which is allocated and a second bit with the second data which is allocated through the multiplexing operation. The transmitter transits the first cell to the first receiver and the second receiver.
