<P>PROBLEM TO BE SOLVED: To provide: even when received a request for a telephone conversion from a terminal unknown to a receiving side terminal, the receiving side terminal with information for determining whether to respond to the request; and reject an incoming call before connecting a speech channel between a sending side terminal and the receiving side terminal when the information cannot be provided. <P>SOLUTION: A certification DB 121 of a storage part 12 associates and stores a telephone number and certification information to certify a user of a terminal to which the telephone number is assigned. A detection part 111 detects a dispatch that requires a telephone conversion from a sending side terminal to a receiving side terminal. An identification part 112 extracts a telephone number of the sending side terminal from a content of the detected dispatch, and tries to identify certification information corresponding to the telephone number from the certification DB 121. When the certification information is identified, a connection part 114 sends a telephone number of the sending side terminal together with the certification information to the receiving side terminal, and connects between the two terminals via a speech channel.
