The problem to be solved is when a large-scale emergency is encountered, to combine using the remaining infrastructure in the disaster area and also procurable substitute equipment and substitute methods so that disaster victims and concerned parties of the same can rapidly share information concerning the safety of the parties. On the basis of identity information (personal identification numbers and the like) of groups and family members of members of each group, personal identification numbers for identifying individuals and URL information which are contact destinations for a portable terminal are encoded. A quantity equal to the number of families of sheets on which a plurality of seals, to which two-dimensionally encoded marks have been affixed, have been arranged in a two-dimensional matrix, are distributed to each member of the groups. The groups, and the families in the same, affix the seals that have been affixed upon the distributed sheets for each person to portable articles. At a time of emergency, using a portable terminal, the two-dimensional codes of the marks of the seals are read, a connection is made to a safety management server, and personal identification numbers are transmitted. The safety management server, by registering safety information corresponding to the received personal identification numbers, is capable of confirming the safety of the groups and the families in the groups, and therefore, the problem is resolved. |
