PROBLEM TO BE SOLVED: To provide an on-vehicle device and a congestion control method for avoiding congestion while reducing a difference between parameters for mutual communication between vehicles.SOLUTION: An on-vehicle device communicating with a prescribed on-vehicle device mounted on each of a plurality of vehicles by a radio signal comprises: a radio section for measuring a congestion level by detecting the radio signal; a processing section for receiving a value of a prescribed parameter in which contribution to congestion increases as the value of the parameter increases, among parameters related to communication of the prescribed on-vehicle device, from each of the prescribed on-vehicle devices; and a control section for making the value of the prescribed parameter of own device smaller, if the congestion level measured by the radio section exceeds a prescribed threshold and when the value of the prescribed parameter of the own device is larger than an average value of the values of the prescribed parameters received by the processing section. |
