Disclosed are a method for operating an unmanned robot operating on water and the unmanned robot operating on the water. The method for operating the unmanned robot on the water may include the operations of: detecting existence of a rescue target; judging location information of the rescue target; performing an operation to rescue the rescue target by moving to the location of the rescue target; and transmitting information as to the existence of the rescue target and the location information of the rescue target by being connected to a robot control apparatus. The operation for the rescue may include an operation of injecting air into a tube using a tube inflator.
