The present invention relates to a tube and cooling fin assembly apparatus of a heat exchanger, and comprises: a cartridge on which tubes comprising a core of the heat exchanger are layered; a tube supplying unit installed at a lower portion of the cartridge to supply the tube layered on the cartridge independently; a tube transfer unit comprising a pair of tube transfer screws installed respectively at both sides of a frame of a lower portion of the tube supplying unit and supporting both ends of the tube supplied from the tube supplying unit to transfer the tubes in a state where the tubes are arranged at a predetermined interval from each other; and a cooling fin supplying unit comprising a cooling fin supplying portion to supply a cooling fin between the tubes transferred by the tube transfer unit.
