A system to rescue persons in the sea according to an embodiment of the present invention comprises: a drone system to transfer a buoy to a person in the sea; an emergency operating device which is a device to rapidly dispatch the drone system to a predetermined place in the case that the person is found in the sea; and a central control device which automatically recognizes the person in the sea by analyzing a screen received from the drone system, outputs the results to a screen by calculating the priority of the persons determined as sufferers, and transmits a movement order to a target point to the drone system.
