The present invention relates to a surface modification method of activated carbon, which comprises: a step of preparing a green compact of activated carbon by compressing activated carbon powder; and a step of removing functional groups and adsorbed water in the pores of the activated carbon using Joule′s heat formed by passing an electric current through the green compact of the activated carbon. Hereby, output characteristics of the electrochemical capacitors are improved by removing acidic functional groups and adsorbed water in the pores of the activated carbon within a short period of time using Joule′s heat, while increasing the long-term reliability.
