PROBLEM TO BE SOLVED: To provide a communication technology starting software AP only when a communication device serving as an access point (AP) detects the necessity of serving as an AP.SOLUTION: A communication device includes: a second communication unit (212) performing a communication with a portable terminal device (3); a specific signal detection unit (222) detecting a specific information signal indicating a situation where an access point function is to be provided, from a signal received by the second communication unit; and a communication control unit (221) starting software AP in accordance with the detection of the specific information signal.
