PROBLEM TO BE SOLVED: To efficiently find out, in performing power transfer, a power user to be a partner of the power transfer.SOLUTION: An operation planning unit 102 creates an operation plan for a distributed power supply and a load facility that are provided in one power user. A power transfer planning unit 103 creates a power transfer plan for the one power user on the basis of the operation plan planned by the operation planning unit 102. A request information creation unit 106 creates request information that is based on the power transfer plan and is to be transmitted by an information transmission unit 109. A transfer plan management unit 105 manages information based on power transfer plans of other power users. A transfer user determination unit 104 determines at least one candidate with which power transfer is performed from the other power users, on the basis of respective power transfer plans of the one power user and the other power users. A response information creation unit 107 creates response information to be transmitted to the candidate, on the basis of the respective power transfer plans of the one power user and the other power users. |
