PROBLEM TO BE SOLVED: To make the cluster size uniform, even if there is a terminal the position of which cannot be identified.SOLUTION: Based on the topology information indicating the connection state of each terminal constituting a multihop network, a candidate of cluster head is selected, a candidate of a cluster consisting of a terminal group having a minimum number of hops to the candidate of cluster head is generated, an evaluation value for the candidate of cluster thus generated is calculated by using an evaluation function for evaluating the uniformity of size between clusters, and then a cluster head and a cluster for maximizing the evaluation value are determined. |
