PROBLEM TO BE SOLVED: To provide an oxidizing agent-containing emulsion composition that has high treatment properties and is stable even when stored at a high temperature for a long period of time.SOLUTION: An oxidizing agent-containing emulsion composition is mixed, at the time of use, with a first agent comprising an alkali agent, the oxidizing agent-containing emulsion composition comprising (A) hydrogen peroxide, (B) water, (C) an alkali metal hydroxide, (D) 1-hydroxyethane-1,1-diphosphonic acid, (E) an oily component, and (F) a surfactant and having a pH of 4.5 or less. |
