PROBLEM TO BE SOLVED: To provide a technique capable of reducing interference of radio communication among a plurality of communication devices.SOLUTION: A communication system 1 comprises: a base station 10 for performing radio communication using a first radio frame; and a base station 20 for performing radio communication using a second radio frame having a different configuration from the first radio frame. The base station 10 performs carrier sense in the first radio frame in response to timing the base station 20 transmits a prescribed signal. On the basis of a result of the carrier sense for radio resources within a prescribed range included in the first radio frame, the base station 10 identifies an interference region where an interference wave level is high in the radio resources within the prescribed range. On the basis of a ratio of the interference region of the radio resources within the prescribed range, the radio base station 10 determines whether or not the radio resources within the prescribed range can be used in communication with a communication terminal 11 with which the base station 10 communicates.
