PROBLEM TO BE SOLVED: To provide a monitoring device which manages the time of a monitor camera without using a management device providing normally connected reference time information, in a monitor camera system constituted of a plurality of monitor cameras and a plurality of recorders, and to provide a monitoring system.SOLUTION: A monitoring device includes a record information generating section 202 generating the record information by giving the time information to the information acquired from a sensor, a communication processing section 204 for transmitting and receiving data to and from an apparatus connected via a network, a time management section 201 for managing the time information set in the own apparatus, and a control section 205. The control section manages the time with reference to a time server when it is connected with the network, otherwise manages the time between the apparatus connected via the network. |
