In order to accurately determine whether or not there is rapid change in frames, a histogram generating unit generates a past histogram, which represents the distribution of pixel values in a past frame generated previous to a prescribed frame, and a present histogram, which represents the distribution of pixel values in the aforementioned prescribed frame. A normalizing unit performs normalization to match variation of the aforementioned pixel values of the past histogram and of the present histogram. A similarity determining unit acquires the similarity degree of each of the shapes of the normalized past histogram and present histogram and determines whether or not the similarity degree exceeds a prescribed similarity determination threshold value.
