a frequency offset of a reception signal from a mobile station that is detected by each of the base stations is collected from each of the plurality of base stations, and by using at least one of two or more of the frequency offsets detected by the base stations that are different from each other among a plurality of the frequency offsets collected from the base stations and the frequency offsets of reception signals from two or more different mobile stations that are collected from one of the base stations, with respect to the base station having collected frequency offsets to be used, and a phase rotation amount that is a rotation amount when the base stations rotate a phase of a transmission signal is determined for each of the base stations.
