A limiting device (1) comprises: a motor rotor component (10), comprising a rotating shaft (11); a first pulling rod (30), being fixedly connected to the rotating shaft (11) and comprising a first stirring part (32), the first stirring part (32) rotating around the axle center of the rotating shaft to form a first moving orbit (N1); a second pulling rod (40), comprising a second stirring part (42) that partially falls into the first moving orbit (N1), the first stirring part (32) driving the second stirring part (42) to rotate around the axle center of the rotating shaft (11) to form a second moving orbit (N2); and a motor stator component (20), comprising a limiting boss (50) that is located on the periphery of the first moving orbit (N1) and partially falls into the second moving orbit (N2). The first pulling rod (30) rotates in a first direction (A) so that the total rotating angle of the first pulling rod (30) is larger than 360 degrees and smaller than 720 degrees. Also provided is an aircraft (100) comprising the limiting device (1).
