The present invention relates to a manufacturing method of a polymer membrane with enhanced antifouling properties through a hydrophilic smooth surface and even distribution of the pore size. More specifically, a PVDF-based polymer membrane is manufactured by using a hydrophilic PVDF-g-PSPMA graft copolymer and a perchlorate-based inorganic additive, thereby providing a polymer membrane with enhanced antifouling properties by forming a hydrophilic smooth surface.
